CustomLibrary Merging tool

Special tool was developed for merging several Custom library source files into one.

Example of usage:
EC annexes are defined in several files: one file for each norm (1990, 1991, 1992, ...). It is more comfortable to keep files separated.
During the build, these files are merged into one XML, which is subsequently used as a source for CustomLibrary "EC Annexes".
